Let's say you use a computer with no admin rights. So you are unable to install any kind of external downloader so here is a guide for you to Auto shutdown Chrome + Computer after all downloads complete.
1 : Open Notepad and copy paste this text.
2 : Replace the path, in first line, to the path were google chrome is installed.
3 : In the second line, '-t -30' represents the amount of time after which computer will shutdown after downloads are complete.
4 : Save this file as 'Whatever.bat'.
5 : Run this file. Google Chrome will open up.
6 : Install this extension in google chrome. It shutdowns chrome after downloads are completed.
7 : Once all downloads are active, make sure you click on the extension's icon in the top right area. A number will appear on the icon representing the number of active downloads.
8 : Once your downloads are complete, your pc will automatically shutdown.
9 : Enjoy :)
As of today (the day after I prompted to install the Windows Fall Creators Update, which I did, and I believe to be the culprit,) when I shutdown or restart my computer, windows remembers the apps I have open and reopens them all in the state they were in.
While I can see why this would be a valued feature, I personally don't wish to use it, and I can find no documentation of it being added, nor can I find a way to disable it.
What's more is that after a couple of hours of troubleshooting via remote control with a windows troubleshooter, no fix was found.

To be clear, we disabled all non-windows services, checked the start-up menu, and double checked things like google chrome's settings (as this was the example I used; Windows reopening chrome with its tabs. For instance I had 4 empty chrome tabs open, hit shutdown, and next time I boot up my computer it opens up Chrome with 4 empty tabs.)
Is there a way to disable this feature?
EDIT: I have rolled back, reinstalled, and then rolled back the Fall Creators update and confirm that it is, in fact, definitely causing the issue. Still looking for a fix as not updating windows only works out for around a month.
